Paula Shepherd is the senior vice president and chief operating officer of Banner Plans and Networks, which serves more than 1 million people across six states. A 25-year veteran of health care coverage leadership, Shepherd is charged with advancing Banner Plans and Networks’ mission to transform the health care delivery by aligning insurance with coordinated care. She most recently served as executive vice president of health plan operations and technology for respected insurer Blue Cross, serving 1.9 million people in Louisiana.
Shepherd served in increasing responsible roles at Blue Cross, including senior counsel and corporate remediation officer. Shepherd earned a bachelor’s degree in English from Southern University in Baton Rouge, a masters of business administration from the University of Phoenix and a juris doctorate from the Southern University Law Center.
